At the CSSS de la Montagne, in accordance with a regional mandate, the Regional Program for the Settlement and Integration of Asylum Seekers (PRAIDA) addresses the needs of asylum seekers on Québec territory under section 80 of the Act Respecting Health Services and Social Services.


  • health and social services to asylum seekers and persons needing help navigating the immigration status regularization process
  • expertise and help line support for public and community organizations serving this clientele
  • training and research services.

Client profile

  • Persons who wish to request refugee status but who have not yet gone to the Immigration Department


PRAIDA provides: 

  • Asylum seekers with or temporarily lacking medical coverage provided by the Interim Federal Health Program (IFHP)
  • Asylum seekers in the process of claiming refugee status
  • Asylum seekers rejected by the IRB:

    • preparing for their voluntary departure or their removal from Canada
    • undergoing judicial review at the Federal Court
    • applying to the CIC for a PRRA (Pre-Removal Risk Assessment)
    • requesting permanent resident status on humanitarian and compassionate grounds
    • falling under the moratorium country program (temporary suspension of removal)

  • Persons other than asylum seekers attempting to regularize their status by making a PRRA application or a request for permanent resident status on humanitarian grounds
  • Unaccompanied minors
  • Asylum seekers who are under 18 years of age, who are separated from both parents and who find themselves in the territory without a legally responsible adult. (These young people experience significant grief associated with their separation from their families and their loss of country of origin, status and social environment. PRAIDA offers the young people assistance and support, attending to their psychosocial and immigration needs from the time they arrive until they acquire permanent residency.)
