Anne Lemay

I am pleased to welcome Anne Lemay, Ph.D. as Associate Director General for the Centre intégré universitaire de santé et de services sociaux (CIUSSS) du Centre-Ouest-de-l’Île-de-Montréal. Dr. Lemay will be an integral part of the management team for Montreal’s new west-central healthcare region, which came into effect on April 1.

In this new role, Dr. Lemay will oversee the directors and managers responsible for quality, evaluation, performance and ethics programs, technical services, information resources (IT), and logistics.

Dr. Lemay’s professional expertise is in healthcare economics. She has a doctorate in public health with a focus on the organization of care. She has experience as a senior manager, responsible for the evaluation and improvement of performance and quality, in Quebec and Ontario university-affiliated hospitals. Dr. Lemay was also an auditor for Accreditation Canada for 10 years, and currently holds the position of Associate Clinical Professor in the Administration Department with the University of Montreal. 

Most recently, Dr. Lemay was appointed to Associate Executive Director at the Jewish General Hospital in November 2014.

“I look forward to continuing the work I started prior to April 1,” says Dr. Lemay. “In my new role, I will work toward integrating quality into all CIUSSS operations. The goal is to understand, to measure and to compare ourselves so we can continuously improve for the benefit of our patients and healthcare providers.”

Together with Dr. Lemay, the rest of the management team, and in partnership with all of the institutions in our network, I am eager to embark on this new era in health care. Associate Director of Information Management
Sabine Cohen

I am pleased to welcome Sabine Cohen as Associate Director of Information Management for the Integrated Health and Social Services University Network for West-Central Montreal (CIUSSS West-Central Montreal).

In this position, Ms. Cohen will be responsible for the planning, development, organization, exploitation, confidentiality, preservation and destruction of information. She will also oversee the development of quality and performance indicators required for the management of the network.

Ms. Cohen was as an analyst with the Federal government in Ottawa until she started working at the Jewish General Hospital (JGH) in 2000. With 15 years of experience in health care informatics, she has developed expertise in the fields of information management, information technology and project management. In 2009, Ms. Cohen transitioned into her most recent role as Chief of Information Management at the JGH.

Ms. Cohen has a Master’s degree in Information Management from the University of Quebec in Montreal (UQAM).

“I am quite thankful for this opportunity, and look forward to working with all of the network’s teams to further support and contribute to the transformation of the CIUSSS West-Central Montreal institutions,” says Ms. Cohen. “We have become increasingly dependent and focused on access to quality information; this is a priority for decision-making and for the quality of patient care.”

Together with Ms. Cohen, the rest of the management team, and in partnership with all of the institutions in our network, I am eager to embark on this new era in health care. We will move forward in the same direction as under Ms. Cohen’s leadership at the JGH, remaining focused on the value of data and the benefits of adopting a management style based on performance measures. Ultimately, developing high quality information will allow staff teams across our network to make informed decisions that will guide the care they provide for our patients, residents and clients.

Associate Director of Innovation, and Quantitative and Prescriptive Analysis
Joanne Côté

I am pleased to welcome Joanne Côté as Associate Director of Innovation, and Quantitative and Prescriptive Analysis for the Integrated Health and Social Services University Network for West-Central Montreal (CIUSSS West-Central Montreal).

In her mandate to support transformation, Ms. Côté aims to facilitate organizational transformation and to monitor results linked to ministerial objectives. She will oversee the implementation of all the administrative and clinical elements necessary for integrating the different sites belonging to 
CIUSSS West-Central Montreal. Additionally, she will support the efforts of teams working on the transformation of processes and practices.

Ms. Côté has over 15 years of management experience in the healthcare sector. After 10 years as Nursing Coordinator for the Division of Cardiology at the Jewish General Hospital (JGH), she assumed the role of Clinical Leadership for the Pavilion K clinical project; a critical care hospital building that will open to patients on January 24, 2016.

As of November 2011, Ms. Côté has been Director of Transition at the JGH, which involves accompanying and preparing different teams that will be moving to Pavilion K and planning for the relocation of 60 per cent of hospital activities. She will continue in this position until a few weeks after this historic move is completed in order to ensure the transfer of teams in the new environments takes place in a seamless and harmonious manner.

Ms. Côté holds a Bachelor of Science from the University of Montreal and is a black belt in Lean Six Sigma.

“The reorganization of a healthcare network centred around the patient offers many opportunities at different levels,” says Ms. Côté. “To be able to participate and contribute to the shaping of the network is a privilege, and an incredible professional experience. It is certain that a number of challenges await us, but I am confident that together, we will achieve our goals.”

Together with Ms. Côté, the rest of the management team, and in partnership with all of the institutions in our network, I am eager to embark on this new era in health care. Her clinical experience and her expertise in assuming leadership roles during periods of transition should provide us all with great confidence in her ability to lead 
CIUSSS West-Central Montreal through this next phase of our history.

Elliott Silverman

We are pleased to welcome Elliott Silverman as Assistant to the Associate Director General of Support, Administration and Performance Programs for the Integrated Health and Social Services University Network for West-Central Montreal (CIUSSS West-Central Montreal). 

In this position, Mr. Silverman will be responsible for exercising the leadership required for evidence-based project management for CIUSSS West-Central Montreal. He will also be responsible for the coordination of all network projects. He will develop tools and learning activities which will be available to managers undertaking new projects in all departments. 

Previously, Mr. Silverman was a Senior Project Manager for Transformational Change at the Jewish General Hospital. Prior to that, he worked in other private corporations as a Project Manager. Mr. Silverman holds degrees and diplomas in management, computer sciences and health sciences. He has a Project Management Professional certificate and Six Sigma Green Belt and he is in the process of completing a Lean Black Belt.

I am pleased to welcome Dr. Phil Troy as Senior Analytics Advisor for the Integrated Health and Social Services University Network for West-Central Montreal (CIUSSS West-Central Montreal). He will be based in the office of the Associate Director General of Support, Administration and Performance Programs.

In this new role in the Department of Quality, Evaluation, Performance, Ethics and Archives, Dr. Troy will guide the delivery of analytics throughout our network to improve patient flow, quality of care and logistics. He will do this by acting as a resource to other personnel in the network who work in analytics, by advising senior management on analytics issues and by directly providing analytics services himself.

Dr. Phil Troy's multi-faceted approach focuses as much on understanding issues in the network as it does on applying descriptive, diagnostic, predictive and prescriptive analytics towards finding solutions for these issues.

Dr. Troy’s expertise is in applying operations research capabilities to improving healthcare delivery. He earned his Ph.D. in Operations Research and Management Science from Yale University, where his research focused on using mathematical approaches to enable a facility to operate at maximum efficiency by better managing the time that patients spend waiting for service. His analytical skills include probability, stochastic processes, queuing theory, Monte Carlo Simulation, Discrete Event Simulation and optimization.

For the last several years, Dr. Phil Troy has focused on improving processes at the Jewish General Hospital. His work has included analyzing the need for Intensive Care Unit beds; simulating and optimizing the Pre-Surgical Screening Clinic; supporting the hospital's Transformational Change initiatives; contributing to logistics team planning; supervising costing analyses; analyzing the cause of cancer surgery delays and providing a preliminary analysis of an approach to preclude them; recommending alternative approaches for scheduling patients in clinics; proposing the development of a surgical simulation to detect and avoid scheduling issues; and contributing significantly to a patient flow improvement analytics project.

"I am very much looking forward to using analytics to help CIUSSS West-Central Montreal improve its healthcare delivery,” says Dr. Troy. “I also look forward to meeting with the management and staff in our network to discuss ways to accomplish this improvement."

Coordinator of Quality, Risk Management, Accreditation and the Patient Experience
Chantal Bellerose 

I am pleased to welcome Chantal Bellerose as Coordinator of Quality, Risk Management, Accreditation and the Patient Experience for the Integrated Health and Social Services University Network for West-Central Montreal (CIUSSS West-Central Montreal).

In this position, Ms. Bellerose will be responsible for evaluating, planning, supervising and coordinating the activities that serve to improve the quality of care and services for clients throughout our network. She will also work closely with the network’s Department of Quality, Evaluation, Performance, Ethics and Archives, and will provide coordination and support to teams in Quality Improvement and Risk Management, Accreditation, Volunteer Services and the Patient Experience Office. This will be achieved by analyzing the network’s strengths, implementing measurement tools, targets and improvements, carrying out best practices, and celebrating accomplishments with partners.

Ms. Bellerose, a nutritionist-dietician, came to the Jewish General Hospital (JGH) in 1989, has been a member of the JGH Quality and Risk Management Committee since 2002, and has been President of the Multidisciplinary Council as well as a member of the JGH Board of Directors. She joined the JGH’s Quality Program in 2009 as the Safety Improvement Advisor and has supported Safer Healthcare Now!, a national initiative of the Canadian Patient Safety Institute.

In 2011, Ms. Bellerose was appointed Accreditation Coordinator, whose leadership was instrumental in enabling the JGH to achieve Accreditation with Exemplary Standing the following year. In 2014, she also became Accreditation Coordinator for the former CSSS Cavendish. Since April 2015, Ms. Bellerose has been Interim Coordinator of Quality for CIUSSS West-Central Montreal and is currently a member of Accreditation Canada’s Accreditation Program Advisory Committee.

Ms. Bellerose holds a Bachelor of Science degree in nutritional sciences, with a major in Dietetics, from McGill University. She has also earned a Master’s of Science degree in health administration from the University of Montreal. Among her other accomplishments, she is the author of Living Better With Heart Failure, a book published by the Quebec Heart Failure Society, and is certified as a Lean Six Sigma Green Belt.

"I truly appreciate being able to work within a partnership to promote a culture of safety,” says Ms. Bellerose. “This is in line with our mission and vision of applying the sciences of measurement and the methodology of continuous improvement to incorporate best practices into our services and create an excellent user experience throughout CIUSSS West-Central Montreal.
